I've run this race twice and really enjoyed it. The course is flat and runs through some nice neighborhoods in Jersey City and Liberty State Park, which has tremendous views of downtown Manhattan. At some points in the park the course gets narrow so don't wait to make your move or you might get stuck behind a crowd.
The race is well-organized and has an ample post-race spread. The start and finish are next to the Newport/Pavonia PATH station so it is more accessible to public transportation than most races in Central Park or Prospect Park.
This is one of the more underrated races in the NYC area. I've done this half-marathon twice and I love it. It's reasonably priced, very well organized, and from mile 6 or so on when the skyline and Statue of Liberty come into view, it's one of the most gorgeous races you can run. Portions of the course are narrow, but the race is comfortable and not overcrowded at all; this year's field was just over 3,000, and even that was the largest in the history of the event.
It only loses a star because the Liberty State Park portion of the race runs on an extremely hard, unforgiving surface that may prematurely tire your knees out, as it did mine. The only other tiny quirk is the inconsistency of the fluid stations - you might get lemon Gatorade at one stop, grape at another, and blueberry (!) at a third, so be prepared for some variety! That didn't bother me, but it might bother some.
The course is almost totally flat, and if you can deal with the stretch of hard brick and concrete and the typically warm September weather, you should be able to land a great time. But this race gets even higher marks for organization and scenery. I'll absolutely do it again.
